Apparently this news comes via an Asus representative who told PC World. I think the Eee Phone is an Asus offering more than a Garmin/Asus partnership, and the Eee Phone is said to be a low cost consumer device.
There is also a whisper that this Asus Eee Phone may just be the first Google Android based phone coming from Asus, but that hasn’t been confirmed so take it with a pinch of salt.
