Rather like Android, if the levels of hype and opportunity reach fever pitch, we would expect just about every PC hardware maker on the planet to get involved in some way and as Google is at pains to point out, 'Google Chrome OS is an open source project and will be available to use at no cost'. So not a lot of risk involved either.
