Much like the Festo Air_ray, this fish is most likely filled with helium and controlled by servo-powered fins. Radio Controlled Flying Fish
Fashionfunky.com — ... have been around for some time. Some ingenius creative dude however decided to wrap up the whole thing in silver foil. He also added a couple of fins and a tail turning the blimp into a fish. However the way that the entire thing moves once its in the air is so surreal that it almost seems like the natural movements of the fish underwater. The fins appear to be servo driven and stuck onto the helium filled fish. Source
