Why so late? It turns out that Samsung wanted to take the time to make Android phones less "Google-centric" and add their own touch to the software. Hopefully, they won't populate it with the same widgets found in the OMNIA. Samsung also worked hard on carriers customization so that they can happily bloat phones with their crapware. Oh joy.

With the OPhone peeking out its head a lot lately, I think we’re going to be flush with new Android devices in the near future, and not just something churned out by HTC with, as Hong says, the “Google Experience” loaded on.
