... when they chose. Of course the downside is that any cat can make their way into your house. That’s why you need a SureFlap.
If you don’t mind implanting your feline friend with a tiny microchip, then this might be a great solution for you. When your cat walks up to the door, the ID chip will let the door know that its safe to open, and it will do so. The real question is how much the device will cost, since there is no word on pricing or availability.

SureFlap uses surgically-implanted RFID chips to let your cat inside
DVICE Atom Feed —
... cat flap. The solution? Surgically embedding an RFID chip under the skin of your cat, of course.
That's how the SureFlap recognizes that the cat approaching is the one allowed inside. The RFID chip acts as a wireless key, opening the door for it when it gets close and locking up behind it. Sure, your cat probably won't enjoy going under the knife, but you'll enjoy not being surprised by a litter of some strange cat's kittens taking up residence in your kitchen.

The SureFlap protects your house from unauthorized kittens
Boing Boing Gadgets —
The SureFlap is a great idea: a robotic cat door that only allows the appropriate RFID-implanted kitty into your house, as opposed to any toxoplasmosis infected plague cat that decides to bust on in and start a-spraying. No price listed, but it's not likely to be cheap, especially with the optional laser defense mechanism.

Crave: The gadget blog —
I can't tell you how many times I've come home to find random cats that I don't know hanging around my house while my own cat is out doing whatever it is cats do. They waltz in through my pet door and make themselves at home, even helping themselves to my cat's Friskies. That's why I'm considering the SureFlap , a secure pet door that only opens for the pet or pets that have approved RFID chips implanted under their furry skin. Any other animals, say the evil gang that likes to get its fur all over my couch, would be turned away. This is a pretty high-tech solution for a ...
